Law Number 423:
The Industrial Research Institute is designated as the Accreditation
Body and the only organization authorized to issue certificates
of conformity related to all types of welding in Lebanon
The parliament’s house has
decided
the President of the Republic of Lebanon publishes
the following law:
Article 1:
ISO
specific welding codes and standards and especially ISO9712
approved on
7/3/1999 and its amendments issued
by the International Standardization organization are adopted
in Lebanon as well as those issued by the
Lebanese Standard Institution.
Article 2:
All
National and International establishments that execute
welding, inspection,
supervision, control and testing of
all types of welding have to be accredited to ensure that
their personnel are well trained and qualified, and their facilities are
adequate to perform the required testing and
that they respect all occupational health and safety regulations
and preventive measures.
Article 3:
The
Industrial Research Institute is designated as the official
authorized
organization that stands in tribunal court of
law for matters related to Inspection, control and testing of
all welding activities in all products and
means of transport (containers, and road tankers for example and not
exclusive), storage (all kinds of storage vessels)
and metallic constructions and structures as well as issuing conformity
certificates to it.
Article 4:
The
Industrial Research Institute is designated as the only
National
Certification Body
and is authorized to apply the rules and regulations
of this law.
Article 5:
The
commencement of this law shall take effect as soon as it published the
official gazette.

WELDING: TRAINING, QUALIFICATION,
INSPECTION & CERTIFICATION
1- The Lebanese Welding Center (CLS)
The Lebanese Welding Center, linked to the Industrial Research Institute, was financed under a French-Lebanese protocol and started its activities in March 1998. The aim in the creation of this center is to bring the best solutions to welding problems of Lebanese companies through the Training Center, the Study and Research bureau and the Inspection and Control Services.
In 6 June 2002, the law number 423 was issued who designated the Industrial Research Institute as the Accreditation Body and the only organization authorized to issue certificates of conformity related to all types of welding in Lebanon.
According to this law, all National & International establishment that executing welding, Inspection, Supervision control and testing of all types of welding have to be accredited by the Industrial Research Institute.
>> Activities of the Center
A - Theoretical and practical training:
On all welding processes: Shield metal Arc Welding (SMAW), Metal Active Gas (MIG/MAG), Tungsten Inert Gas (TIG), Oxy-Acetylene (OA) and metallurgy (before, during and after welding).
B - Welding Workshop:
- With 20 working cabins
- For all materials: non-alloyed steels, aluminum and alloys, low carbon steels, high carbon steels (stainless), copper and alloys, titanium and alloys, cast iron brass, etc.
- For all types & sizes of joints
- For all interested persons (Engineers, Technicians, Welders and Operators)
- Training Location: In our training center, at your sites or in your workshops
2- Qualification & Certification of Personnel:
The qualification unit conduct examination for welders to ensure that they are well trained and qualified and this according to international Standards. The examination results are studied by the certification committee among which the decision is taken to issue a certificate according to International standards.
This unit also examines engineers working in the Inspection & control field in Non-Destructive Testing (Radiographic, Ultrasonic, Liquid penetrant, Magnetic particles).
The examination results are also studied by a committee among which the decision is taken to issue certificates of level 1 and level 2 and this according to the requirements of ISO 9712.
3- Control & Inspection:
The Inspection & Control unit conducts inspection and control on all metallic welded constructions and structures such as containers, rod tankers, all kind of storage vessels…
This activity includes:
- Destructive testing: bending, tensile, hardness, texture, impact testing, macrographic testing.
- Non-destructive testing (NDT): Radiographic, Ultrasonic, Liquid penetrant, Magnetic particles and visual testing.
4- Research & Studies Office:
Ready to answer all your welding problems and intervene for the improvement of all your welding products. For these purposes, IRI put available at your disposal all the equipment and apparatus.
IRI provides complementary facilities to optimize
the welding activities:
- The Lebanese welding Center
- Lecture/Teaching Rooms
- Mechanical Testing Laboratory
- Non-destructive control Laboratory
- Metallographic Laboratory
- Laboratory for development of X-Ray films
